摘 要：近年来中国制造业高速发展的同时，也存在着生产效率比较低下、污染较为严重、能耗显著等问题。而生产性服务业外商直接投资的大量涌入对制造业有着怎样的影响？本文就我国江浙两省生产性服务业外商直接投资对制造业的影响进行了比较分析，探索如何更有效地利用外商直接投资促进制造业的发展，为江浙两省乃至其他省份制造业的发展提供新的思路，因此具有重要的现实意义。
首先，本文对我国江浙两省制造业现状及利用生产性服务业外商直接投资特点进行了比较研究。其次，利用生产函数模型对江浙技术进步效应、制度效应、产业结构效应、生态环境效应、资本形成效应和就业效应进行了计量分析，结果表明在生产函数分解模型中，对江苏省制造业产生的经济效应比较显著的是技术进步效应和就业效应，对浙江省制造业产生的经济效应比较显著的是产业结构效应和资本形成效应。进一步针对江苏省技术进步效应和就业效应以及浙江省产业结构效应和资本形成效应对生产性服务业外商直接投资进行回归分析，发现江苏省生产性服务业外商直接投资对制造业产生的经济效应影响比浙江省小。但浙江省产生的经济效应具有一定的时滞性，资本形成效应发挥得更为持久，而江苏省产生的经济效应具有很强的及时性，不存在明显的时滞性。随后本文对江浙两省产生不同经济效应的原因进行了分析，最后，提出了促进江浙两省制造业发展的对策建议。

ABSTRACT：In recent years, with rapid development of Chinese manufacturing industry, the problem of low production efficiency, serious pollution and significant energy consumption is increasingly prominent. And what influence will the influx of productive services foreign direct investment have on the economic benefits of manufacturing? In this paper, the Jiangsu and Zhejiang provinces' foreign direct investment's impact on manufacturing has been carried on the comparative study. It is of important practical significance to find out how to use FDI to promote the development of manufacturing more effectively and to provide new thought for the development of manufacturing industry in Jiangsu and Zhejiang province and even other provinces.
First of all, this paper has carried on the comparative study of manufacturing industry present situation and the characteristic of the productive service industry foreign direct investment in Jiangsu and Zhejiang provinces. Secondly, it use production function model to analysis technology progress effect , system effect, industrial structure effect, ecological environment effect , capital formation effect and employment effect of Jiangsu and Zhejiang province. With the result, we can find that in the decomposition model of production function, we can find that the effect of technological progress and employment is significant on the manufacturing industry in Jiangsu province, but in Zhejiang province what significant is effect of industrial structure and capital formation. And for regression analysis of technological progress effect and employment effect in Jiangsu province and industrial structure effect and capital formation effect in Zhejiang province and productive services FDI, we can find that the economic effects of productive services FDI on the manufacturing industry in Jiangsu province is smaller than that in Zhejiang province. However, the economic effects of productive services FDI in Zhejiang province have a certain time lag and capital formation effect lasts longer. However, the economic effects of productive services FDI in Jiangsu province have a strong timeliness without an obvious time lag. Later this paper analysis the reason for different economic effects in Jiangsu and Zhejiang provinces and finally puts forward the countermeasures and suggestions to promote the development of manufacturing industry in Jiangsu and Zhejiang provinces.
