摘 要:所谓新型农村合作医疗制度（下文简称新农合），是指“由政府组织、引导、支持，农民自愿参加，个人、集体和政府多方筹资，以大病统筹为主的农民医疗互助共济制度”，它本质上属于合作医疗保险。该制度遵循“自愿参加，多方筹集”、“以收定支保障适度”的原则，规定合作医疗基金主要用于补偿参保农民的大额医疗费用或住院医疗费用。同时认为有条件的地方，可实行大额医疗费用补助与小额医疗费用补助相结合的办法。既提高抗风险能力又兼顾农民受益面。江苏省作为全国经济、人口大省，在其苏南苏北经济发展差距较大的同时，能否保证让农村人口共享改革成果无疑是一个十分必要的课题。
本文在概括江苏省新型农村合作医疗发展现状的基础上，分析了苏南苏北的政策差异。根据问卷调查得出一手数据资料，分析出苏南苏北各自存在的问题，并给出相应的政策建议，以期实现新农合在苏南苏北的同步高水平增长，让全省居民共享成熟的新农合政策。

ABSTRACT:The so-called new rural cooperative medical system, refer to "organized by the government, guidance, support and voluntary participation of farmers, individual, collective and multi-government funding to serious co-ordination of medical mutual aid system mainly farmers," which are essentially within the cooperative medical Insurance. The system follows the "voluntary participation, multi-raising", "fixed income support to protect modest" principle; provisions cooperative medical fund mainly used to compensate farmers for large medical expenses insured or hospitalization medical expenses. Meanwhile think. Wherever conditions permit, can implement large medical expenses medical expense assistance grants and micro combined approach. Both to improve the ability to resist risks and take into account farmers benefit from the surface. Jiangsu Province as the country's economy, the most populated province in its economic development gap between South & North at the same time, can guarantee to share the results of the reform rural population is undoubtedly a very necessary task.
On the basis of analysis of the new type rural cooperative medical care in Jiangsu province, I research the policy differences of south and north Jiangsu. According to questionnaire survey data, I analysis the existing problems, both of them. To solve the problem, I try to give some advices, in order to realize new farming in both north and south of synchronous high level growth, making residents in Jiangsu share mature policy of the new type rural cooperative medical care.
