技术性贸易壁垒对江苏纺织品出口的影响及对策研究.doc

摘要:经济全球化和贸易自由化的发展使得技术性贸易壁垒愈来愈广泛的被利用，成为发达国家实行贸易保护主义的主要手段和高级形式。江苏省是全球主要的纺织品出口加工区之一。同时也是国内服装产品遭遇技术性贸易壁垒最主要和最具代表性的省份之一。特别是ATC取消后，技术性贸易壁垒这一更隐蔽而且更“合法”的贸易壁垒已经成为江苏纺织品服装出口的一大阻力。本文从江苏纺织品服装出口的现状出发，研究并分析了江苏纺织品服装出口面临的主要技术性贸易壁垒，以及遭受技术性贸易壁垒的原因，然后定性的分析了技术性贸易壁垒对江苏纺织品服装的积极影响和消极影响。认为政府应建立和完善技术性贸易壁垒预警机制;构建国际贸易技术性贸易壁垒体系,寻求合理的贸易保护;加强国与国之间的交流;加快发展高科技产业,提高自主创新能力;企业应加快技术进步,提高纺织品服装出口的竞争力;加快培养专业人才;加强和改善企业管理,提高纺织企业自身的核心竞争力;努力获取贸易伙伴国的产品认证或国际认证;调整贸易结构,坚定实施“走出去”战略,以应对技术性贸易壁垒。

Abstract:The technical barriers to trade are extensively used with the development of economic globalization and trade liberalization. It has become the main measure and advanced form of trade protectionism by developed countries. Jiangsu Province is one of the major textile export processing area in the world. At the same time, it is one of the most important and most representative province experienced the technical barriers to trade in domestic apparel product area. Especially after the cancel of ATC, technical barriers to trade the more subtle and more "legitimate" barriers to trade has become a major obstacle of Jiangsu and clothing export. In this paper, from the present situation of Jiangsu textile and clothing export situation, studies and analyzes the facing Jiangsu textile and apparel exports the main technical barriers to trade, and by reason of technical barriers to trade, and then the qualitative analysis of the positive effects of technical barriers to trade on Jiangsu textile and apparel and negative influence. Think that the government should establish and improve the technical barriers to trade early warning mechanism; constructing the international trade technical barriers to trade system, seek reasonable trade protection; to strengthen the communication between countries; to accelerate the development of high-tech industries, enhance the capability of independent innovation; enterprises should speed up technological progress, improve the textile and clothing export competitiveness; to speed up the training of professional talents; strengthen and improve enterprise management, enhance the core competitiveness of the textile enterprises; efforts to obtain trade partners product certification or certification; adjust trade structure, firmly implement the "going out" strategy, to deal with technical barriers to trade.
