碳关税对中国对外贸易的影响及应对策略.doc

摘要:随着生态环境恶化、全球气候变暖等对人类生存和发展的威胁越来越引起人们的关注，“低碳经济”成为了普遍被关注的议题，加之金融危机的大背景，许多欧美发达国家纷纷提出了新型绿色贸易壁垒“碳关税”的征收计划。碳关税这一概念刚被提出，就在国际市场上引起了很大的关注，国内外对碳关税的评价也褒贬不一。我们不得不在为节能减排、保护环境所努力的同时，考虑到所采取的方式对各个国家的经济乃至世界经济的影响。作为全球最大的二氧化碳排放国，一旦碳关税开始在国际市场范围内征收，中国无疑会成为众矢之的。在此背景下，本文将综合借鉴各种研究成果，对碳关税的贸易保护实质进行分析，探究碳关税将会给中国对外贸易带来的影响，期以在此基础上提出自己的见解，从政府和企业两个角度分析针对碳关税可取的应对措施，为中国规避碳关税这一贸易壁垒提供一定的参考。

Abstract:With the threats to human survival and development attract more and more people’s attention such as global warming and ecological environment deterioration, low-carbon economy have become the universal popular issue. And along with the huge background of financial crisis, many developed countries have put forward a new green trade barrier. That is a tariff levied plan called Carbon Tariff. Once this conception had been proposed, it has aroused great repercussion in the world. Carbon tariff also has mixed evaluations at home and abroad. While we are struggling for energy conservation and environmental protection, we have to consider the effects that the manner aroused. As the largest emitter of carbon dioxide, once carbon tariffs were levied in the international market, China will become the first and the largest target. With this background, this thesis will analysis the trade protection essence of carbon tariff and will make a thorough inquiry in the effects that carbon tariff will bring to foreign trade of China drawing on a variety of comprehensive research results. So that I can draw my own conclusions and analysis available response measures to carbon tariff both from the standpoints of the government and the enterprise. And I hope that this paper could provide a reference for our country to circumvent this trade barrier.
