提升港口群整体竞争力的策略研究-长三角港口群建设实践作案例分析.doc

摘要 : 本文首先对港口群的概念作了介绍,接着对长三角港口群的发展现状作了简要阐述,并进一步采用SWOT模型分析了长三角港口群建设中存在的诸多问题。在进行了各方面的综合分析之后，给出了提升长三角港口群整体竞争力的发展对策，从而指出了长三角港口群的发展意义并展望了良好的发展前景。

Abstract: This  paper introduces the concept of port groups firstly, then the current development of the Yangtze River Delta port cluster are briefly set forth, and further analysis using SWOT model status of the many problems that exist in the Yangtze River Delta port cluster construction. Given the development of countermeasures that enhance the overall competitiveness of the Yangtze River Delta port cluster following a comprehensive analysis of all aspects. Pointing out the significances of the development of the Yangtze River Delta port cluster and the good prospects for development in the future.

　　港口之间由于错综复杂的政绩目标和利益纠葛，相互之间自发性的资源整合很难进行，因此需要地方政府尽力撮合。当然，这种行政干预下进行的资源整合必须切实考虑实际情况。此外，要利用上海建设国际航运中心的有利时机，合理布局长三角区域内港口。合理布局码头规模，实现大中小港口协调发展。整合过剩的港口处理能力，减少同质化竞争。只有这样，长三角地区才能打造出布局合理、分工明确、信息通畅的世界级港口群。
