摘要：中美贸易发展不平衡的现象已经持续多年,仅从轮胎这一行业而论,目前贸易差额越来越大，美国为了保护本国相关产业的利益，对中国实施特保措施，美国特保措施给我国造成了深远的影响，它使我国某些产业盈利能力下降，这些产业遭受重大的冲击；也进一步恶化了我国外贸出口环境，影响中美两国贸易伙伴关系的健康发展。如何应对以上贸易保护政策已经成为了一项非常复杂而又十分紧迫的任务。首先，政府要给予国内企业必要的扶持，行业协会也要相应的发挥积极作用。其次，企业自身要积极调整产业结构以及出口结构，积极开拓海外市场，实施出口市场多元化战略，同时加强专业人才的培养。唯有这样我国企业才能摆脱困境。

Abstract: The Sino-US trade has been imbalanced for many years, especially only in terms of tire industry,now the balance of trade is growing,then the United States carry out the special measures against China in order to protect the interests of their industry.The special safeguard measures of the United States made a real profound effect on our country：it brought the decline in profitability and thus resulted in a giant impact on our industry；it further worsened our foreign trade environment and influenced the development of Sino-US trade partnership. Therefore，the appropriate reactions to the above trade protection policy have been an extremely complex and urgent task. Firstly, the government should give some necessary supports to domestic enterprises, and the industry associations should simultaneously play an active role. Meanwhile, the enterprise itself should actively adjust the industrial structure and export structure, actively explore overseas markets, implement the diversification strategy of export market, as well as strengthening the training of professionals. Only in this way can Chinese enterprises get ride of difficulties.
