地方政府在外商直接投资中的职能分析.doc

摘要：随着经济全球化进程的加快，外商直接投资在国民经济发展中占据了重要地位。中国经过几十年的努力取得了卓越的成绩，但东、西部外资流入量差距依然很大，东部的外资流入占全国外资流入的80%以上，因此政府发挥宏观协调能力促使外资协调可持续的发展是至关重要的。本文着重研究地方政府应怎样行使的职能加大外资的流入。第一部分是引言部分，介绍了外商直接投资在中国发展的现状以及国内外学者关于外资投资地点的影响因素理论研究。第二部分着重分析了成本、市场、基础设施、集聚对外商直接投资的区位影响。第三部分阐述了政府在引资中所行使的职能，如：规范监督、基础建设、产业指导。第四部分是本文的关键，主要通过江苏省和四川省外资发展的差距，从政府角度分析造成这些差距的原因。第五部分提出政府在引资中应发挥何种作用的建议，促使东、中西部共同发展。

Abstract: With the accelerated process of economic globalization, foreign direct investment plays an important position in the development of the national economy. After decades of efforts, China achieved remarkable results, but the East and Western still have a great gap about the inflow of foreign capital. The Eastern capital inflows accounted for more than 80% of the capital inflows, so that the government should play the macro coordination to sustainable development of foreign capital. This paper focuses on exercising the functions of local government to increase the inflow of foreign capital. The first part is the introduction, introduced present situation of the foreign direct investment in China as well as the domestic and foreign scholars on foreign investment location factors theory research. The second part focuses on analyzing the costs, market, infrastructure, gathering the foreign direct investment location influence. The second part focuses on the analysis of the cost, market, infrastructure, agglomeration of foreign direct investment effect. The third part elaborated the government investment in the process of functions, such as: standardized supervision, infrastructure, industry guidance. The fourth part is the key to this paper, mainly through development gap of sichuan province and jiangsu province in foreign investment，from a government perspective analysis reasons which cause the gap. The fifth part puts forward the government investment in what role should play the advice, to the east, the Middle and the West common development.
