国外对华反倾销及我国应对措施.doc

摘要：自加入世界贸易组织以来，中国的贸易顺差与贸易摩擦不断升级，以美国、欧盟为主的贸易伙伴频繁运用反倾销措施限制中国产品的进入，使我国遭受了严重的经济损失，因此分析和研究国外对华反倾销的原因以及我国的应对策略显得非常重要。本文主要通过国外对华反倾销案例的研究以及对相关数据的统计，阐述我国遭受反倾销现状，分析屡遭反倾销调查的原因，在此基础上总结我国政府和企业应对反倾销的策略。结论表明，合理应对反倾销，政府必须发挥自身的职能，在国际贸易中积极争取市场经济地位、健全反倾销预警机制、充分发挥行业协会作用；企业自身也应提高产品质量及品牌价值，同时开展国际化经营战略、利用反倾销的武器维护自身利益。

Abstract: Since joining the World Trade Organization, China's trade surplus and trade friction escalate continually. The United States, the EU's trading partners, frequently used anti-dumping measures to restrict Chinese products entry into their market ,which badly destroyed our country’s economy. This paper elaborated on China's anti-dumping situation through the studies of foreign Anti-dumping cases and statistical datas ,also analyzed the reasons, then summarized the responding strategies of the government and businesses, and accordingly gave the recommendations. Reasonably responding to anti-dumping, the government must play their functions in international trade: actively fight for market economy status, improve early warning mechanism, and give full play to the role of industry associations; The businesses should also improve their own product quality and brand value, carry out international business strategy, and use the anti-dumping weapons to protect their own interests.

　　我国的非市场经济地位问题不仅仅是经济问题，而是将经济问题政治化、多变化，从而使我国的反倾销应诉受到重重阻碍。正是在这样的背景下，本文尝试着从中国传统文化和国情的背景分析下，探讨构建和完善我国反倾销反应机制的路径，结合所学的国际贸易专业和一定的社会实践经验，从政府的宏观政策角度来分析反倾销的对应战略，强化政府在反倾销应对中的战略地位，建立以政府为主导的反倾销应对机制，完善反倾销法，规范市场秩序，完善市场经济体制，争取我国的市场经济地位。
