摘要：袁世凯基于对甲午战争和八国联军侵华战争中国惨败的反思以及北洋军队迅速扩张的需要，提出的兴办新式军事学堂、建立系统的军事教育体制、将正规教育与速成教育相结合、学习国外军事教育理念以及“学”与“术”的结合等思想，对加快中国军事、教育的近代化发挥了重要作用。

Abstract:Based on the reflection of The Sino-Japanese War of 1894-1895 and The Eight Power Allied forces invasion of China as well as the needs of the rapid expansion of The northern army.Yuan Shikai’s thought of setting up new military education school to train the new army, the establishment a systematic system of military education, combining formal education with intensive education, learning the concept of foreign military education, "learning" united in "science", promoted the modernization of military affairs and education.
